The Chicxulub impact and the multifractal organization of geological time provide two empirical anchors for TCGS--SEQUENTION by independently fixing the framework's source--projection--Shadow discipline. Here an empirical anchor is an externally measured, reproducible structure that stabilizes an operational distinction and constrains admissible source-to-readout maps; it is not a stand-alone derivation of the framework's governing ontology. Pillar I formulates Chicxulub spherules as a layered inverse problem. Mass-independent Ca and Mg anomalies, Ru isotopes, and Ni isotopes constrain projectile contribution and class, while mass-dependent Mg, Fe, K, and Rb systems resolve plume processing, quenching, alteration, and preservation. The reported 17--25\% projectile contribution is treated as an event- and model-bounded source-mixture estimate tested over a frozen finite comparison design. The Fe-isotope null acts as an independent negative discriminator of Fe-positive implementations at a resolution of 0.28 parts per thousand, showing that generic inter-element decoupling cannot substitute for a computed ECL residual. Pillar II treats boundary density, measurement density, gaps, and the Compound Multifractal--Poisson Process as scale-structured Shadow records while separating event production, preservation, chronology construction, and measurement. A separate projection-geometry section relates foliation, controlled quantum readability, and stable classical registration through an observable-, selector-, carrier-, corridor-, basis-, and norm-relative rigidity measure. Trivial Singularity Link is retained as universal source dependence, whereas Being Singularity Connection is confined to qualifying living systems. The resulting synthesis establishes the Chicxulub and multifractal records as empirical anchors: they order source identity, source-stable relations, process signatures, carriers, operational corridors, and readout artifacts within one parsimonious architecture, while leaving every downstream geological or quantum map exposed to transfer and failure tests
