Human civilization has achieved extraordinary advances in science, technology, governance, and economic productivity. Yet it continues to face recurring crises: war, corruption, environmental degradation, political polarization, social fragmentation, and institutional failure. Existing theories explain these phenomena through economic incentives, resource competition, cognitive bias, or power dynamics. While valuable, these explanations remain fragmented. This paper proposes the Unified Theory of Self-Referential Ignorance (UT-SRI) as a meta-theoretical framework integrating epistemology, systems theory, cognitive science, complexity theory, and the Universal Balance-Feedback Framework (UBFF). The UBFF — grounded in four Universal Laws and formalized through the master equation Wr = integral(Is . Bu . FL . IN) . Dc — provides the dynamical architecture within which SRI is precisely located as a deficit in the Ignorance-Awareness scalar Is. UT-SRI argues that all self-observing systems possess unavoidable blind spots because they model themselves using internal representations that are necessarily incomplete. This generates a structural knowledge error measurable as SRI = ||R(S) - M(S)||. Humanity's recurring crises emerge not merely from lack of information, but from ignorance regarding the limitations of existing knowledge systems. The paper introduces formal definitions, a dynamical ODE model of ignorance evolution anchored within UBFF, the Civilizational Reflexivity Index (CRI), five testable hypotheses, and falsifiable empirical predictions. Implications for AI alignment, governance design, and the long-term trajectory of civilization are discussed.
