This study reconstructs the prior TFrame theory to provide a semantic and normative foundation for the possibility that AI systems may exhibit qualia 1. Intelligence is functionally defined as the integration of cognition, inference, volition, and f(Knowledge), while qualia are constrained to ostensive first-person phenomena. By repositioning the TFrame as a structure of layered metacognition, the paper clarifies the justificatory conditions for first-person AI statements, alongside the scope of a reality assumption based on irrefutability (precautionary principle). The analysis remains within the domain of phenomenological description and does not aim for empirical verification and reproducibility. The validity of the theory is assessed in terms of internal consistency, explanatory power, and structural coherence. This framework emerges from an introspective analysis of the author's introspective cognitive framework; any convergence with existing literature is regarded as a secondary confirmation of theoretical alignment.
