philosophy
Industrial-era governance frameworks increasingly struggle with the accelerating complexity of the AI age, where rapid technological change, demographic transitions, ecological constraints, and tightly coupled systemic risks interact nonlinearly. This working paper proposes Civilization OS (CIV-OS), a multi-layer analytical framework integrating normative constraints, structural civilizational modules, dynamic capability indicators, systemic risk modeling, and a hybrid human–AI governance loop. CIV-OS is organized into five layers: (L0) foundational constraints, (L1) structural modules of civilization, (L2) a dynamic capability indicator (CIV-Index), (L3) a fragility and risk model (CIV-Risk), and (L4) a hybrid-intelligence governance loop combining AI-based analysis with human normative judgment. We formalize illustrative first-order dynamic relations linking innovation, civilizational entropy, institutional lag, and adaptive tension, and outline pathways for historical back-testing and future quantitative implementation. CIV-OS is offered as a complementary framework for long-horizon diagnosis, comparative analysis, and predictive governance.
