Fragility of Reflection: Agency Without Supervisory Authority

Obdan, Paris B.

Philosophical theories of action often assume that reflection exercises supervisory authority over motivation, initiating, directing, or controlling behavior through deliberation and endorsement. This paper argues that this assumption is descriptively false and architecturally misleading. Reflection does not typically generate action or govern it from above. Its primary roles are interpretive, regulatory, and narrative. Drawing on a layered model of agency, the paper shows that action is usually initiated by identity-like motivational organization operating beneath reflective awareness, with reflection entering downstream as a modulator and interpreter. Empirical work on action initiation, post-hoc intention attribution, and clinical dissociation supports this temporal asymmetry. Recognizing the limits of reflective supervision clarifies persistent phenomena such as rationalization, effortful control, and the phenomenology of authorship without undermining agency itself.
