philosophy
This document establishes the canonical conformance-suite framework governing the existence, structure, and usage boundary of the official conformance gate for the CAIS / Sal-Meter system. It does not publish every hidden operational detail of testing. Instead, it fixes the structural facts that an official conformance test architecture exists, that official reference dataset, QC and leakage-control, and calibration layers may exist as governed components, and that no valid claim of compliance, verified status, readiness status, reviewed status, or equivalent recognition may arise except through the applicable conformance pathway under SICS authority. Recognition is pathway-based and scope-limited, and no implementation becomes compliant, verified, or ready by resemblance, informal testing, participation, publication, or self-assertion alone. This document is best read as a philosophy-adjacent governance and boundary text at the intersection of philosophy of science, philosophy of artificial intelligence, and conformance-centered scientific methodology.
