The Need for a Meta-Logical Level in Mathematical Foundations

Several major foundational problems in mathematics have resisted resolution for more than a century, despite sustained advances in set theory, logic, and the theory of formal systems. These problems—including the status of the Continuum Hypothesis, the role of large cardinals, the plurality of admissible logics, and the coexistence of multiple foundational frameworks—share a structural form: they cannot be resolved from within any formal system, regardless of its strength. This paper argues that the persistence of these problems is not accidental but indicates the absence of an explicitly articulated meta-logical level that precedes formal axioms and governs the legitimacy, scope, and constraints of foundational frameworks. I do not construct a new foundational system; instead, I identify the structural vacancy that any adequate system must fill and analyze the minimal meta-logical conditions—totality, compatibility, and non-extendability—that such a system must satisfy. The aim is to recast long-standing foundational impasses not as isolated technical obstacles but as symptoms of a deeper, yet-to-be-articulated meta-logical incompleteness.
