Origin and Structure of a Universal Variational Functional

We present a universal variational functional intended as a foundational criterion for physical admissibility, logically prior to spacetime structure, dynamical laws, and phenomenological modeling. The construction does not start from fields, particles, symmetries, or equations of motion, but from a closed, self-referential functional encoding relational consistency among abstract degrees of freedom. No physical quantity, scale, or observable emerges from the functional itself. Physical structure arises exclusively through variational closure, as invariants of stationary configurations. The framework enforces a strict separation between three levels: the variational functional as a pre-physical object, its closure through stationarity, and the emergence of physical quantities as invariant properties of admissible solutions. Equations of motion, if they appear, are shown to be secondary descriptions of local fluctuations around globally stationary configurations, not fundamental postulates. The universal functional contains no intrinsic mass scales, coupling constants, or geometrical input; all dimensional quantities emerge only through invariant combinations fixed by closure and dimensional consistency. This work clarifies the epistemic status of the universal variational principle as a theory of admissibility rather than a theory of interactions. It provides a logically minimal foundation in which physical laws, constants, and effective dynamics are not assumed but arise as necessary consequences of non-arbitrary variational stability. The formulation reverses the standard hierarchy of fundamental physics by defining existence before dynamics and admissibility before description.
