Freedom After Refusal: Carter, Pettit, and the Price of Catastrophic Exit
Option‑based and republican frameworks capture two genuine dimensions of freedom: the breadth of available option‑space and the structure of power within which agents act. This paper argues that both frameworks share a structural omission that cannot be repaired from within: neither registers the price of refusal as a dimension of freedom analysis irreducible to option‑counting or power‑structure. I develop a triangular framework—option‑space breadth, power structure, and exit‑cost profile—and introduce the Agency Functioning Threshold (AFT) as a normative stop‑rule marking where exit costs become catastrophic: where the cost of declining available options crosses the point at which the agent loses the conditions for meaningful choice altogether. I argue that the price‑of‑refusal condition is not merely a third dimension but a condition of applicability for option‑based and republican analyses. The argument proceeds in four steps. First, I show that the AFT marks a genuine type‑difference, not merely a degree‑difference, between ordinary high exit‑costs and agency‑destroying ones—defended through Ratcliffe’s analysis of temporal collapse and Scarry’s account of world‑unmaking, with a phase‑transition analogy that addresses the neuroscience objection. Second, I reconstruct Carter’s option‑metric to show it cannot register the discontinuity at which option‑evaluation itself becomes impossible. Third, I extend Gädeke’s reconceptualization of republican domination to show that catastrophic exit denies the status of free person even in the complete absence of arbitrary interference—revealing a structural inversion by which Pettit’s remedy for domination (rule‑governed predictability) becomes the exact mechanism through which Structural Command operates. Fourth, I develop the Benevolent City as proof of concept, showing how the Lexical Shield—unconditional institutional guarantees at the AFT level—transforms Structural Command into Genuine Offer, not as a welfare supplement to an already‑free situation but as the structural precondition of freedom in the sense analysed.
