philosophy
Why do organizations repeatedly suffer governance failures? Can institutional vulnerabilities be systematically classified and remedied? Starting from a two layer structure of organizational goals (goal layer: mission, public benefit; support layer: security, resources), this paper constructs a five dimensional temporal classification (design, implementation, supervision, information, and remediation vulnerabilities) and a three layer causal model (goal layer, support layer, learning layer). Through a six dimensional comparison matrix of welfare/social security systems between China and the United States and multiple case analyses, it finds that the United States exhibits significantly more vulnerabilities across multiple dimensions than China, forming a systemic chain of “design gaps → implementation softening → supervision lag → remediation failure → competitive infighting.” China has advantages in mandatory verification, unified data, and goal priority clarity, but still has shortcomings in real time sensing and cross regional learning. The core finding of this paper is that vulnerabilities themselves are not formidable, as long as the organization achieves two things: (1) no principled conflict at the goal layer (clear priorities), and (2) a well established sensing and learning remediation mechanism. Based on this, the paper proposes the “Organizational Vulnerability Immunization System” (OVIS), comprising seven modules: goal setting, scientific design, process engineering, informatization, closed loop remediation, situation awareness, and audit accountability deterrence. OVIS provides a theoretical framework and practical pathway for reducing vulnerabilities and enhancing organizational survivability.
