This study investigates whether a system can fully coordinate its own representation, evaluation, decision procedures, and semantic assessment while remaining both self-contained and semantically determinate. The article begins with a distributed model: instead of relying on one universal evaluator, a system may use many local evaluators, select the appropriate one for each case, and route its operations accordingly. The analysis shows, however, that correct outputs, internal representations, executable selection, operative routing, and genuine semantic self-control are distinct capacities. None follows automatically from the others. To make these distinctions precise, the article develops a carrier-neutral framework in which a system may represent information through sentences, codes, structured records, machine states, or other internal carriers. It then identifies a small combination of reflexive resources that becomes incompatible with a fixed-point-free transformation of semantic statuses when all are preserved within one stable evaluative context. The resulting carrier-collapse theorem is proved formally, and explicit countermodels show that its principal assumptions are independent within the stated framework. The article does not claim that every self-referential or distributed system is inconsistent. It classifies the structural ways in which collapse can be avoided: restricting scope, relying on an external interpreter, separating semantic levels or contexts, abandoning terminal settlement, or allowing partial, unstable, or non-classical determinacy. The work extends the status-diagonal framework introduced in The Evoluist Theorem: Formal Core. Its broader philosophical significance lies in clarifying why no finite evaluative architecture can claim complete internal control over all the conditions that make its own distinctions determinate without either encountering a diagonal obstruction or preserving a substantive limitation. The formal results are proved relative to explicitly stated architectural conditions; their extension to every possible claim of absolute theoretical universality remains an open adequacy problem.
