This paper argues that the escalating global crises of human civilization are essentially "compatibility failures" of the underlying cosmological framework. By introducing the Lao-Yang Genesis Cosmology proposed by Dr. Charles X. Yang, this study constructs a Universal Operating System (Universal OS) for civilizational advancement. This system utilizes the Cosmic Generation Sequence (Shēng) as its kernel and the Hierarchical Command Chain (Fǎ) as its instruction set to systematically reconstruct the human cognitive architecture. The paper delineates a causal evolution logic where Cosmology dictates Worldview, which informs Values, and ultimately shapes Life Purpose. The research demonstrates that only by abandoning the "malware" of Anthropocentrism and shifting toward a hardware alignment centered on the Dao (The Galaxy) can humanity achieve a paradigm shift from high-entropy exploitation to low-entropy harmony. This transition is framed not as a subjective social choice, but as a "forced update" necessitated by thermodynamic laws and systemic survival requirements. The ultimate vision is the realization of a Natural Civilization where human technology functions as a harmonious extension of galactic generative intelligence.
