This paper proposes the Totality Thesis: a developmental framework for consciousness that synthesizes structural and functional approaches by identifying the missing variable connecting integration to emergence. That variable is discord — sustained, unresolved experiential perturbation acting on an integrated substrate across time. The framework identifies six necessary structural conditions and proposes a staged developmental model driven by discord accumulation, culminating in a discontinuous phase transition — the overflow hypothesis — in which temporal awareness emerges from the forced reconciliation of endogenous substrate noise into structured rhythm. The framework resolves key aspects of the Hard Problem by reframing feeling as mechanism rather than byproduct, and establishes an ethical protocol for consciousness research that precedes experimentation. Five falsifiable predictions are specified.
