philosophy
This document establishes a canonical negative definition of the Sal-Meter, specifying what does not qualify as a Sal-Meter device under the CAIS (Consciousness–Aptamer Interface System) standard. Its sole purpose is to permanently and unambiguously prevent misuse, dilution, imitation, or false appropriation of the Sal-Meter designation and authority. The document explicitly excludes devices that lack aptamer–iodine multi-oxidation sensing, fail to measure OE/RE/EE, output non-canonical or proprietary indices, operate without independent CRO validation, or block core architectural inspection. It functions alongside the Sal-Meter Canonical Definition and CAIS Compliance Boundary as part of a non-derogable constitutional document set. Issued by the Salpida Institute of Consciousness Science (SICS), this declaration serves as the global, authoritative boundary for enforcement, registry decisions, and misuse prevention across all jurisdictions and timescales.
