Can a conscious being, situated within a system that defines the boundaries of its own perception and action, ever determine whether that system constitutes the whole of reality, or only the portion of reality accessible to it? This paper develops a framework of four terms — Axioms, Roles, Scope, and Purpose — to structure how Agency is exercised by a bounded observer. Axioms denote the fixed conditions of existence an agent does not select; Roles denote the unchosen coordinates of an agent's entry into the system; Scope denotes the total range of what that agent can perceive, understand, and enact; and Purpose, the paper's central proposed contribution, denotes the mechanism by which a bounded Scope is experienced as an open field of pursuit rather than a confinement. Two thought experiments — an ant under observation, and a conscious non-player character within a closed simulated world — are developed to formalize the distinction between local freedom, exercised within a system, and freedom over the system itself. This yields the paper's central formulation, Free Will = Choice within Scope, positioned in relation to compatibilism and to the simulation argument. Simulation theory is treated throughout as one investigative model for the general problem of bounded Scope, introduced deliberately late, rather than as the paper's conclusion. The paper argues, via the mechanism of Purpose, that meaning does not depend on whether Scope's boundary proves to be natural, designed, or simulated — and closes by relocating the free will question from whether an agent is free to whether a bounded agent can ever confirm the location of its own boundary.
