Constrained by cultural, religious, ideological and disciplinary barriers, contemporary ethical discourse has long presented a fragmented pattern, and a universally accepted bottom-line ethical criterion has not yet been formed. This paper constructs a minimalist, cross-cultural and ideologically neutral ethical framework, taking "always treat a human being as a human being" as the core principle, strips complicated theoretical presuppositions and dogmatic constraints, and establishes a basic ethical bottom line for interpersonal interaction, social operation and dialogue among diverse subjects. The framework defines a rigorous logical boundary: ethical speculation and value judgment should take human subjectivity as the starting point and destination, and avoid extending the core moral orientation to non-human objects and abstract systems without justification. This paper systematically explains the theoretical connotation, logical texture and practical adaptability of the framework, demonstrates its theoretical value in providing potential ideas for bridging value differences and building cross-group ethical consensus, and aims to provide a concise and feasible theoretical path for the construction of universal bottom-line ethics.
