This work introduces a closed quartic variational framework in which physical reality is entirely determined by the spectral structure of a single functional. Starting from a global variational principle, admissible configurations are defined through a stationarity condition, while the second variation generates a finite-dimensional Hessian operator. Its spectral decomposition yields two emergent constants—the Livolsi constant L=0.25 L=0.25 and the Livolsi constant E⋆ E ⋆ —which together determine a discrete hierarchy of energy levels. Within this structure, physical quantities traditionally regarded as fundamental—including the fine-structure constant, Planck constant, speed of light, gravitational constant, and mass scales—are derived as necessary consequences of the internal spectral organization of the functional, without the introduction of external parameters or fitting procedures. The framework is fully closed, non-modular, and structurally rigid: physical units emerge as relations between spectral levels, and interactions arise from coherence and deformation within the variational structure itself. These results suggest that the role of fundamental constants in physics may be replaced by a purely structural description in which physical reality is a manifestation of spectral consistency.
