AI Behavior OS v1.0: A Consciousness-Aligned Behavioral Operating System for Artificial Intelligence
AI Behavior OS v1.0 presents a canonical behavioral operating system for consciousness-aligned artificial intelligence within the Consciousness Civilization Framework (CCF). Whereas AI Ethics OS v1.0 formalizes non-derogable ethical invariants through the Consciousness Ethical Kernel (CEK), AI Behavior OS v1.0 specifies how ethically constrained AI systems must behave in real time under dynamic, multi-agent, and crisis-driven conditions. The work introduces the Consciousness Behavioral Kernel (CBK) as a deterministic behavioral layer that translates ethical constraints into executable behavioral invariants. These invariants govern action selection, escalation control, inter-agent coordination, and coherence preservation across autonomous and adaptive systems. AI Behavior OS operationalizes consciousness-indexed behavior using measurable coherence and stability metrics derived from the CCF consciousness model, enabling predictable, non-escalatory, and symmetry-preserving behavior across heterogeneous AI agents. Unlike policy-based, heuristic, or reinforcement-driven approaches to AI behavior, this system establishes a computable behavioral architecture that remains permanently subordinate to AI Ethics OS and AI Governance OS, ensuring constitutional consistency across technical, institutional, and civilizational layers. This work serves as a foundational reference in philosophy of mind, applied AI alignment, normative systems theory, and the science of consciousness, providing an OS-level bridge between ethical constraints and executable AI behavior in advanced AGI and multi-agent environments.
