The article is concerned with the clarification of the role and significance of the cerebral cortex neural system in human development. Basing on the analysis of its qualitative features, conditions of appearance and existence in the individual, expressions in social phenomena of the past and present, as well as a deep analogy with the chemical system underlying the biological processes, it is concluded that it is neural system, and not man and/or human society that is the next qualitative formation of matter after the biological one. I understand that it may contain not enough philosophizing, as well as reflections and some associations, which constitute the «love of philosophy» charm. The reason for this is breadth and depth of the subject and the limited length of the article, which caused a scanty and even lapidary narrative style. At the same time, the proposed, in my opinion, can become a source of the same reflections and associations and serve to understand the subject from which the philosophy comes and to which philosophy constantly returns.
