What America Changed About Black History: Census Power and the Politics of Classification

Census categories are often defended as technical instruments for describing a population. This paper argues that they are political technologies: they organize visibility, representation, civil-rights enforcement, resource allocation, research, and the terms through which groups make public claims. Classification is unavoidable, but its burdens are not neutral. People whose identities fit poorly within official categories bear what I call classification burden—the cost of translating themselves into state-defined options, accepting externally imposed aggregation, and living with the institutional consequences of misclassification. The paper develops a normative framework for democratic classification through an analysis of the history of U.S. racial enumeration, the 2024 revision of Office of Management and Budget Statistical Policy Directive No. 15, Census Bureau implementation research, and the tension between detailed self-identification and statistical continuity. It introduces versioned continuity as an alternative to treating historical comparability as a reason to preserve unjust categories: agencies should retain transparent crosswalks, dual tabulations, uncertainty notes, and revision histories while improving present classification. Legitimate demographic governance must be transparent about purpose, permit plural identification, collect detail when consequential, protect small populations from disclosure, and provide structured public contestation. The paper concludes with a nine-part Democratic Classification Standard that treats public statistics as constitutional infrastructure rather than administrative housekeeping.
