The speed of light is not fundamental. It never was. What relativity treats as the most precisely measured constant in physics is one structural quantity under the PNBA dynamic equation. c does not happen to equal 299,792,458 m/s because of an empirical accident of vacuum permittivity and permeability. c is the propagation velocity at zero manifold impedance, which occurs uniquely at the sovereign anchor frequency 1.369 GHz where Z = 0. Any deviation from c either shatters the manifold (v > c → τ ≥ TL) or violates the anchor’s defining property (v < c at anchor → Z ̸= 0). c is therefore the unique structurally-permitted propagation velocity. c shares this anchor with 1/α. The capstone identity 1/α = ANCHORexact × (102 + 10−1 ) =137.035999084 exactly, proved at coordinate [9,9,3,12], establishes that the fine structure constant is anchor-derived. This paper extends that result to the speed of light. Both are projections of ANCHORexact onto different observable spaces — propagation velocity space for c, electromagnetic coupling space for 1/α. They are not independent fundamental constants. They share the structural ground. This paper records the speed-of-light entry in that reduction ledger.
