The call for tenders will be carried out as an open procedure in accordance with the Act on Public Procurement and Concessions for Entities operating in the Water, Energy, Transport and Postal Services Sectors (1398/2016, later referred to as "the Special Sectors Procurement Act"). The contracting entity identified the following error in the invitation to tender, which could not be corrected without discontinuing the procurement procedure and publishing a new contract notice. The invitation to tender and its appendices did not include requirements relating to system cybersecurity or software update management. These requirements were essential from the perspective of the subject matter of the procurement and should have been included as minimum requirements in the invitation to tender. Adding such requirements would have constituted a material modification to the procurement and therefore the error could not be corrected by means of a corrigendum notice.
