本データは，文部科学省科学研究費・特定領域研究「世代間利害調整」プロジェクトの「世代間利害調整の政治学」班（JSS）と，早稲田大学政治経済学部・経済学研究科21世紀COEプログラム「開かれた政治経済制度の構築」(21COE-GLOPE）とが，2003年の第43回衆議院議員選挙の前後，及び，2004年第20回参議院議員選挙の前後に全国の有権者を対象に行った計4波のパネルで構成される全国世論調査である（JSS-GLOPE2003-2004）。本調査の目的は多岐にわたるが，第1の目的は年金制度に関する国民意識を探ることであり，特に世代間の意識の格差にも注意を払っている
