Western metaphysics and traditional Chinese philosophy have both taken unity as the starting point of ontology. The line "The Dao begets the One; the One begets the Two" from the Tao Te Ching has long been interpreted as asserting the primacy of the One over the Two. This paper fundamentally challenges this assumption, arguing that duality (the Two) is ontologically and logically prior to unity (the One). The primordial Dao is not an undifferentiated absolute identity, but a foundational duality structured by complementarity, tension, and relation. The "One" is not the origin, but the result of the stabilization and manifestation of this dual relation. Through a transcendental argument, this paper reinterprets Chapter 42 of the Tao Te Ching, distinguishes between the order of generation and the order of ontology, and draws clear boundaries with dualism, dialectics, and process philosophy. It concludes by establishing the system of Dao-Er ontology, laying down the first principle of "the primacy of duality" for the entire Dao-Er philosophy.
