⸻ Abstract SCOPE is a bounded protocol for evaluating whether recursive continuation remains admissible under explicit constraint pressure. It is governed by Dynamic Recursive Entropy (DRE), constrained by host-domain execution, and bounded by externally inspectable termination conditions. SCOPE is not a universal epistemology, ontology, metaphysics, or sovereign interpretive architecture. It is operational infrastructure for exposing hidden assumptions, increasing falsifier visibility, reducing semantic inflation, preserving operational distinctions, and terminating recursive continuation once eliminative work collapses. The governing invariant is: Recursive continuation remains admissible only while it purchases measurable eliminative work under externally constrained conditions. SCOPE treats recursion as costly, bounded, revisable, and subordinate to external constraint resistance. Coherence, abstraction, survivorship, and recursive continuity are not sufficient evidence of admissibility. The framework is strongest as a philosophy-adjacent systems protocol: a method for disciplined pruning, recursive-governance hygiene, and failure-mode exposure. It does not eliminate evaluator judgment. It exposes where judgment enters and constrains it through host-domain primitives, falsifiers, public revision traces, distributed adjudication, and decommissioning requirements. If recursive continuation survives while eliminative work collapses, the system enters recursive drift and should be treated as non-admissible. ⸻ 1. Purpose SCOPE exists to constrain ambiguity under pressure. It applies where: * unresolved multiplicity exists, * candidate structures remain operationally ambiguous, * hidden dependencies obstruct admissible resolution, * governance layers risk recursive inflation, * or recursive continuation risks semantic drift. SCOPE operates between candidate generation and survivorship determination. It is not a truth engine. It is a bounded adjudication protocol for determining whether recursion remains operationally admissible under declared constraints. ⸻ 2. What SCOPE Is Not SCOPE Is Not Reason Universal epistemology It remains subordinate to host domains Replacement ontology It makes no claim about ultimate being Autonomous governance engine It depends on evaluator disclosure and external review Formal theorem system Its equations are diagnostic, not theorem-complete Truth engine It evaluates admissibility, not final truth Universal language Framework-native terms must remain bounded Self-justifying recursion SCOPE itself remains decommissionable ⸻ 3. Architectural Position SCOPE belongs to a broader constraint-first architecture developed across work on recursive admissibility, semantic drift, bridge-language governance, public semantic load, and termination discipline. Layer Function Generative Systems Candidate production Bridge Language Host-domain transport RRU-C Constraint-governed recursive runtime DRE Recursive admissibility diagnostics Straight-Line Boundary Termination enforcement SCOPE Structured pruning and adjudication protocol SCOPE does not replace these layers. It performs structured pruning inside the admissibility window monitored by DRE and bounded by termination discipline. ⸻ 4. Relation to Prior Work SCOPE enters an existing conversation rather than replacing it. It is adjacent to falsificationist accounts of scientific method, especially the claim that theories must remain vulnerable to failure. It also inherits concerns from research programs and para
