The identity of the system — its coherence, meaning, informational continuity — is governed by a second law (L_i) that is formally distinct from the substrate law (L_p). The CDO is the operator that governs passage between the jurisdictions of these two laws. Identity systems can undergo catastrophic transitions in which their physical organization collapses and a new informational identity emerges. This paper develops a formal model of such transitions using a two domain ontology: a physical domain D_pgoverned by structural constraints, and an informational domain D_igoverned by meta laws. The Gate is defined as the boundary at which the physical identity ϕ_"old" becomes dynamically unsustainable. Crossing the Gate leads to the Π field, an inadmissibility zone where ϕ_"old" cannot exist due to structural incompatibility. Within Π, a selection operator Σextracts the subset of information ρthat is compatible with the meta laws of D_i. The River is formalized as a cross domain transport operator R:ρ→x_i∈D_i, carrying surviving invariants into the informational domain. A new identity ϕ_"new" emerges as an attractor in D_i. This framework unifies concepts from autopoiesis, decoherence, hybrid dynamical systems, and symbolic architectures into a single cross domain identity physics. We never asked what Law directly governs identity, meaning, coherence of self or informational continuity. This document has THE UNIVERSAL AUDIT TEST, a formal audit to test whether a law claiming universality actually satisfies universality and Universal Grammar. Every domain studied — religious transformation, ecological collapse, political revolution, psychological disintegration, machine learning topology change — exhibits the same seven-step sequence. No single law connects these domains. The Cross Domain Operator preserves only the information that can exist in the new domain and removes everything that cannot, enabling a stable new identity to form. the natural filtering effect that happens when a system enters a domain whose laws are incompatible with its previous structure. Autopoiesis was the operator only when identity stayed inside one domain. Organizational closure is a system maintaining its own boundary conditions within a single law-space. The organism produces itself. The rules governing production are the same rules governing the product. One law throughout. Autopoiesis is the correct operator only when identity stays inside one domain. Front-end transformations — growth, therapy, learning, resilience — all occur within D_p. L_p governs throughout. Autopoiesis describes exactly what is happening. No problem. The moment the system crosses into a domain with incompatible laws, autopoiesis has no jurisdiction. The old organizational closure rules are not suppressed. They are simply not valid coordinates in D_i. There is nothing to maintain them against. They do not fail — they become inapplicable. The River does not filter. The River transports. The filter is D_i itself. Whatever ρ arrives carrying — D_i's admissibility conditions are already there, waiting. They do not act on ρ. They simply describe the space ρ is entering. Whatever from S satisfies those conditions survives automatically. Whatever does not has no footing in that space and cannot persist. The new domain is not produced by the transition. The transition does not create the filter. The filter is the domain. The domain was always pre-existing
