Temporal Constraints on Requisite Variety: Feedback Horizon Mismatch and the Collapse of Effective Regulatory Variety
This note proposes a temporal extension of W. Ross Ashby’s Law of Requisite Variety. Classical cybernetics primarily formulates regulation in terms of informational differentiation and state-space complexity. The present argument introduces temporal synchronization as an independent condition of effective regulation. The paper formulates the Principle of Regulatory Desynchronization: effective regulatory variety collapses when the temporal structure of regulatory interventions fails to synchronize with the transition dynamics of the regulated system. Under such conditions, system states may remain informationally observable while becoming operationally uncontrollable due to missed intervention windows, delayed correction, or incompatible temporal cadence between regulator and process. Drawing conceptually on Ashby’s cybernetics and Stafford Beer’s Viable System Model, the paper argues that regulation depends not only on informational adequacy, but also on temporal alignment between observation, intervention, and system transition dynamics. The principle applies to infrastructure maintenance, industrial control systems, ecological management, healthcare systems, strategic governance, and other temporally structured processes.
