Structural Limits of Long-Horizon Regulation: Optimization Horizon Mismatch and the Exclusion of Future System States from Actionable Regulation
This note proposes a systems-theoretic constraint on long-horizon regulation. While classical cybernetics primarily emphasizes informational adequacy and feedback responsiveness, the present argument focuses on the temporal admissibility of optimization itself. The paper formulates the Optimization Horizon Mismatch Principle: when the optimization horizon of a regulator is shorter than the minimum temporal horizon required by a governance objective, future system states become excluded from actionable regulation despite remaining informationally observable. Under such conditions, the regulator may recognize delayed risks and future failure modes while remaining structurally incapable of incorporating them into operative control strategies. Drawing conceptually on W. Ross Ashby’s Law of Requisite Variety and Stafford Beer’s Viable System Model, the paper argues that effective regulatory variety is task-relative and depends not only on informational differentiation, but also on temporal compatibility between the regulator’s optimization horizon and the stabilization horizon required by the governance objective itself. The principle is applicable to ecological governance, healthcare systems, infrastructure maintenance, demographic policy, strategic planning, financial regulation, and other systems whose stability depends on long-term temporal continuity.
