Civilizational Constraints are the sixth primitive of Generative Worlds Architecture. They specify the structural conditions that regulate large scale coordination among observers. Civilizational constraints are not social norms, not cultural rules, and not institutional policies. They are structural regulators that determine which civilizational architectures are admissible, which can stabilize, and which can scale. This paper develops civilizational constraints as a formal primitive. It defines admissible constraint structures, governing relations, invariants, and boundary conditions. It derives consequences for institutions, governance, consensus, and the Consensus Layer OS. Civilizational constraints are shown to be necessary for stable coordination, shared commitments, and large scale interpretability. Without civilizational constraints, civilizations collapse into incoherence. With civilizational constraints, coherent large scale worlds become possible. This paper positions civilizational constraints as the sixth foundational element of coherent generativity.
