Civilization is the thirteenth primitive of Generative Worlds Architecture. It specifies the structural conditions under which large-scale generative architectures form, persist, and scale across observers, commitments, and transitions. Civilization is not culture, not society, not institutions, and not governance. It is a structural relation that determines which large-scale architectures are admissible, which can maintain coherence, which can regulate transitions, and which can preserve invariants across generations. This paper develops civilization as a formal primitive. It defines admissible civilizational structures, governing relations, invariants, and boundary conditions. It derives consequences for governance, coordination, consensus, the Consensus Layer OS, and the Governing Equations. Civilization is shown to be necessary for large-scale coherence, multi-level generativity, and the persistence of regulated worlds. Without civilization, no world can scale. With civilization, coherent large-scale generativity becomes possible. This paper positions civilization as the thirteenth foundational element of coherent generativity.
