The contract will be awarded in accordance with the restricted tender procedure, cf. FOA § 13-1(1). Patentstyret would like tenders for a framework agreement for IT consultancy services. The aim is to ensure IT competence for development, further development, advice, quality assurance and project implementation for the Contracting Authority's digital systems. Patentstyret shall enter into two sub-contracts where the scope includes consultancy services within the following disciplines: Sub-contract 1: System development and user experienceBackend and full-stack development with. NETDevops and automated building and rolling out processes Integrations and API development (REST, GraphQL) Microservice architecture and containers (Docker) Relationship databases and document databasesFront-end development (React, Angular, Blazor, Node.js, Next.js, JSON) User experience and design (UX/UI, WCAG, user testing, Figma)Sub-contract 2: Data, analysis and artificial intelligence Data platforms (Fabric, Databricks, PowerBI)ETL and data modelling Data analysis and data visualisation, Artificial intelligence and Machine learning (Azure OpenAI, MCP, LLM, RAG, Agentic workflows, Python)KI security and management (dataset, ethics, privacy)KI consultancy (strategic and operative consulting)For a more detailed description of which services are included in the agreement, see annex 1.

This means that the competition will start with a qualification phase (Stage 1), where only tenderers who fulfil the qualification requirements and are invited to submit a tender offer (Stage 2). Note that different documents shall be submitted at the different phases (steps 1 and 2) of the competition. The contracting authority plans to invite a maximum of five tenderers to submit a tender per lot. If more than five qualified tenderers submit requests for participation in the competition, the contracting authority will choose among these tenderers on the basis of the selection criteria in point 9.1 and fewer if there are not a sufficient number of tenderers. All invited tenderers will have their tenders evaluated. Negotiations are not allowed, and tenders cannot be amended after the tender deadline. The procurement is divided into two separate sub-contracts. Tenderers can choose to submit a tender for one or both sub-contracts. Tenderers shall respond to the case assignment for the lot a tender is submitted for. The aim is to assess the tenderer's ability to provide services of high quality through a relevant professional approach, methodical work and implementation ability. The evaluation will be based on how well the response addresses the points that are stated in the case assignment and to what degree the responses show an understanding of the contracting authority ́s need, give excess value for the Norwegian Industrial Property Office and reflect how the tenderer will actually work in an equivalent delivery. The waiting period is 10 days calculated from the day after the award of contract notification has been sent and a contract will be signed at the earliest after the waiting period has expired.
