The contracting authority assumes that climate and environmental considerations shall be taken care of through requirements in the requirement specification, not as award criteria. The reason is that absolute requirements give a safe and predictable climate and environmental effect.
SAAS SYSTEM ́S SERVER OPERATION
In a procurement of software as a service (SaaS), the predominant climate and environmental impact is connected to energy consumption and energy source in the data centres that run the system. Setting absolute requirements for data centre operation is therefore considered to provide a clearly better climate and environmental effect than to premiere this through award criteria, cf. the procurement regulations § 7-9 fourth paragraph of the first period.
The procurement will be carried out as a competitive dialogue. To ensure that the market can actually fulfil the requirements, final requirement values are set during the dialogue - in accordance with DFØ ́s recommendations for complex SaaS procurements.
The requirements will be directed towards the data centres that are used to operate the system, based on the EU code of conduct for energy efficient data centres. Relevant requirement parameters that are subject to dialogue:
