(INDIVIDUAL CONSULTANCY SERVICES)

Benazir Income Support Programme (BISP) intends to hire individual consultancy services against the following positions under Crisis Resilient Social Protection (CRISP) Project funded by World Bank;

Required Qualification & Experience

01.

Hybrid Social Protection Specialist (Design and Operations)

(01 Position)

Qualification: Sixteen years of education in Business Administration/Accounting/Finance/Economics/Commerce/Social Protection.

Experience: Proven work experience of minimum ten (10) years in relevant field. Good expertise in designing and implementing of conventional as well as innovative/hybrid banking products, branchless banking / G2P payments and associated information systems, social cash transfers, digital finance etc. The resource must have significant knowledge of conventional and branchless banking rules and regulations, government as well as development partner’s procurement processes, and evaluation of technical and financial proposals.

Hybrid Social Protection Specialist (Monitoring and Evaluation )

(01 Position)

Qualification: Minimum 16 years of education in Management Sciences related disciplines.

Experience: 7+ years of experience of working in similar domains. Having expertise in statistics, data sciences and data management will be essential. Proficiency in any of software programs for conducting data analysis, including Microsoft Excel, SPSS, Strata and R will be essential. Strong comprehension, analytical reasoning and report writing skills are essential to complete the job requirements.

System Development Specialist (NSER/CCT)

(01 Position)

Qualification: Master’s degree or equivalent (sixteen (16) years of education) in Information Technology/ Computer Science; with specialization in ITM (Information Technology Management), or other relevant qualification, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Experience: With at least 7 years of system development experience using following technologies: Development experience in C#. Net, Mvc.net, Asp.net, REST API,.net WebApi 2, entity framework latest, LINQ, Json, ajax, Swagger, nodejs, Laravel, WordPress, PHP. Databases: Expertise in database systems, such as Oracle and MySQL and the ability to design and implement efficient and scalable database solutions. APIs: Knowledge of how to design, develop and consume APIs to enable communication between the backend and frontend of a web application. Cloud computing: Experience with cloud computing platforms, such as Amazon Web Services (AWS), Microsoft Azure, or Google Cloud Platform, and the ability to deploy and manage backend systems in a cloud environment.

Lead Data Scientist

(01 Position)

Qualification: Minimum Second Class or Grade ‘C’ or 2.5/4.0 CGPA, University degree (16 years of Education) or equivalent in Computer Sciences /Engineering/IT degree/ computer science (with preferred subjects of discrete mathematics, Algorithm Design etc.) or equivalent from a HEC recognized University / Institution.

Experience: Minimum 07 Years of Hands-on Experience in Data Analytics. Work experience from certified software development & product companies is preferred. Must have prior experience in taking over code-intensive applications in the middle and enhancing them. Knowledge and experience using the MySQL, PostgreSQL, ORACLE database is desirable. Knowledge and experience in JAVA preferable. Proven ability to work in a collaborative, multi-tier team environment.

Remuneration would be negotiable commensurating to qualification and experience of the candidate.
