Benazir Income Support Programme (BISP) intends to hire individual consultancy services against the following positions under Crisis Resilient Social Protection (CRISP) Project funded by World Bank;

01.
System Development Specialist (NSER/CCT)
(01 Position)
Qualification: Master’s degree or equivalent (sixteen (16) years of education) in Information Technology/ Computer Science; with specialization in ITM (Information Technology Management), or other relevant qualification, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience: With at least 7 years of system development experience using following technologies:
Development experience in C#. Net, Mvc.net, Asp.net, REST API,.net WebApi 2, entity framework latest, LINQ, Json, ajax, Swagger, nodejs, Laravel, WordPress, PHP. Databases: Expertise in database systems, such as Oracle and MySQL and the ability to design and implement efficient and scalable database solutions. APIs: Knowledge of how to design, develop and consume APIs to enable communication between the backend and frontend of a web application. Cloud computing: Experience with cloud computing platforms, such as Amazon Web Services (AWS), Microsoft Azure, or Google Cloud Platform, and the ability to deploy and manage backend systems in a cloud environment.

Advisor
(Information Technology)
(01 Position)
Qualification: PhD in Information Technology/Information Science/Computer Science/Data Science/Communication Science/Computer Engineering or other disciplines related to technology;
OR
Masters in Information Technology/Information Science/Computer Science/Data Science/Communication Science/Computer Engineering or other disciplines related to technology with additional two years of relevant work experience;
OR
Bachelors (16 years) in Information Technology/Information Science/Computer Science/Data Science/Communication Science/Computer Engineering or other disciplines related to technology with additional five years of relevant work experience.
Experience: Minimum of ten (10) years relevant work experience in Information Technology and ICT sector. Preference will be given to those candidates who have been working in public sector IT management in Pakistan or in international environment, including in the context of social safety projects.

Web/Core Application Development Lead
(01 Position)
Qualification: Minimum, 16 years of education and/or a Bachelor’s degree in Computer Science/IT or any related field.
Experience: Minimum 10-12+ Years of Hands-on Experience and Management of Complete Software Development Life Cycle experience in organization of repute.
04.
Lead Solution Architect
(01 Position)
Qualification: Minimum Second Class or Grade ‘C’ or 2.5/4.0 CGPA, University degree (16 years of Education) or equivalent in Computer Sciences /Engineering/IT degree/ computer science, or equivalent from a HEC recognized University / Institution.
Experience: Minimum 10-12+ Years of Hands-on Experience of IT project Management. Work experience of software development & product companies is preferred.
05.
Sr. Project Manager (MIS)
(01 Position)
Qualification: Minimum Second Class or Grade ‘C’ or 2.5/4.0 CGPA, University degree (16 years of Education) or equivalent in Computer Sciences /Engineering/IT degree/ computer science, or equivalent from a HEC recognized University / Institution.
Experience: Minimum 10-12+ Years of Hands-on Experience of IT project Management. Work experience of Project management/ IT Project management is preferred.

Database Lead
(01 Position)
Qualification: Minimum Second Class or Grade ‘C’ or 2.5/4.0 CGPA, University degree (16 years of Education) or equivalent in Computer Sciences /Engineering/IT degree/ computer science or equivalent from a HEC recognized University / Institution.
Experience Minimum 10-12+ Years of Hands-on Experience in Databases. Work experience from certified software development & product companies is preferred.
07.
Lead Data Scientist
(01 Position)
Qualification: Minimum Second Class or Grade ‘C’ or 2.5/4.0 CGPA, University degree (16 years of Education) or equivalent in Computer Sciences /Engineering/IT degree/ computer science (with preferred subjects of discrete mathematics, Algorithm Design etc.) or equivalent from a HEC recognized University / Institution.
Experience: Minimum 10-12+ Years of Hands-on Experience in Data Analytics. Work experience from certified software development & product companies is preferred.

System & Storage Lead
(01 Position)
Qualification: As a minimum, 16 years of education and/or a Bachelor’s degree in Computer Science/IT or any related field.
Experience: With at least 10-12+years related IT experience in organization of repute. Proven experience of more than 8 years in field of Internetworking covering LAN, WAN, Intranet, extranet. Experience in administrating, designing, installing, Windows/Unix-based operating system (OS includes Windows server 2016, Redhat, Ubuntu, CentOS). Experience in Virtualization VMware ESXI/Vspher, KVM and Windows Hyper V. Experience in Installing, administrating Mail Server using Microsoft. Exchange, Postfix/Sendmail/WHM/Cpanel. Experience in Installation and configuration SAN / NAS Storage. Windows 2016, 2020, 2022 based Domain Controller/ Additional Domain Controller. Active Directory (User Account Management, Group Policy, Primary/Secondary DNS, Failover DHCP Server configuration, FTP Server)Installation, Configuration and deployment of Symantec Endpoint Protection Manager.
09.
Secure Coding Expert
(01 Position)
Qualification: Minimum, 16 years of education and/or a Bachelor’s degree in Computer Science/IT or any related field.
Experience: Minimum 10-12+ Years of Hands-on Experience and Management of Complete Software Development Life Cycle experience in organization of repute. MCSD certified preferred.
10.
Advisor
(Finance & Accounts)
(01 Position)
Qualification:
Education: CA, CMA, ACCA or Master Degree in Finance/Accounts or Equivalent Qualification from a reputed, HEC recognized Institution / University. CA qualification shall be preferred.
Experience:
Must have ten (10) years’ experience in Financial Management, with background of accounting & finance. Preference will be given to candidates who have worked in Public Sector Financial Management in Pakistan, including in the context of social safety projects.
11.
Data Analyst-UCT
(01 Position)
Qualification: A university degree in Statistics/ Data Sciences or an equivalent degree in the same discipline complemented with additional relevant qualification will be required.
Experience: Knowledge of Statistical Analysis Tools i.e. SPSS/Stata/Data Analysis R Language or Python, and creating dash boards and reports. Data visualization and presentation skills will be an added advantage. Candidates are expected to display excellent organizational, communication and problem solving skills and may possess minimum of five (05) years’ work experience in a Public or Private organization.
12.
Payment System/Banking Consultant
(01 Position)
Qualification: Sixteen years of education in Business Administration/Accounting/Finance/Economics/Commerce/Social Protection.
Experience: Proven work experience of minimum fifteen (15) years in relevant field. Expertise in designing and implementing of conventional banking products and/or branchless banking/ G2P payments and associated information systems, social cash transfers, digital finance etc. The resource must have significant knowledge of conventional banking rules and regulations, knowledge of branchless banking will be a plus. The consultant must have proven experience of government as well as development partners’ procurement processes, and evaluation of technical and financial proposals. Moreover, candidates should have excellent communication (written and verbal) in English language, report writing and analytical skills. High level computer skills in Microsoft Office is necessary to fulfil job requirements.

Hybrid Social Protection Specialist (Design and Operations)
(01 Position)
Qualification: Sixteen years of education in Business Administration/Accounting/Finance/Economics/Commerce/Social Protection.
Experience: Proven work experience of minimum ten (10) years in relevant field. Good expertise in designing and implementing of conventional as well as innovative/hybrid banking products, branchless banking / G2P payments and associated information systems, social cash transfers, digital finance etc. The resource must have significant knowledge of conventional and branchless banking rules and regulations, government as well as development partner’s procurement processes, and evaluation of technical and financial proposals. Moreover, candidates should have excellent communication (written and verbal) in English language, report writing and analytical skills. High level computer skills in Microsoft Office are necessary to fulfil job requirements.

Hybrid Social Protection Specialist (Payments and Complaints)
(01 Position)
Qualification: Sixteen years of education in Business Administration/Accounting/Finance/Economics/Commerce/Social Protection.
Experience: Proven work experience of minimum five (5) years in relevant field. Considerable expertise in social cash transfers, digital finance, conventional banking products and branchless banking / G2P payments and Grievance redressal system development and implementation, etc. The resource must have knowledge of conventional and branchless banking rules and regulations, Statistical Analysis Tools (SPSS/Stata/ Data Analysis R Language) and Accounts Reconciliation. Candidates should furthermore have excellent organizational, communication skills, report writing and analytical skills.
15.
Hybrid Social Protection Specialist (Monitoring and Evaluation )
(01 Position)
Qualification: Minimum 16 years of education in Management Sciences related disciplines.
Experience: 7+ years of experience of working in similar domains. Having expertise in statistics, data sciences and data management will be essential. Proficiency in any of software programs for conducting data analysis, including Microsoft Excel, SPSS, Strata and R will be essential. Strong comprehension, analytical reasoning and report writing skills are essential to complete the job requirements.
