REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES- FIRMS SELECTION)

CONSULTING SERVICES FOR A CONSULTING COMPANY TO IMPLEMENT TECHNICAL CLOUD TRAINING

The Kyrgyz Republic has received Grant IDA-D2790 and Credit No IDA-62000 from International Development Association toward implementation of the "Digital CASA" Project, and intends to apply part of the proceeds for consulting services to implement technical Cloud training.

Consulting services ("Services") include professional advisory services to conduct practical training on cloud computing for 150 civil servants and government enterprises’ employees. The consultant should provide the following deliverables:

Result 1.

A detailed calendar plan for the implementation of all activities within the framework of the TOR should be submitted.

Training modules, training programs, handouts in the Kyrgyz and Russian languages are developed on the relevant training topics that have been agreed with the Customer.

Provide detailed plans regarding group study tour.

Result 2.

First 50 % of 150 public servants are trained.

List of participants with contacts should be provided.

A report on carried out activities is submitted, agreed and approved by the Customer.

Provided assessment sheets completed by participants, presented in paper and electronic form (scanned).

Result 3.

Remaining 50 % 150 of public servants are trained.

List of participants with contacts should be provided.

A report on carried out activities is submitted, agreed and approved by the Customer.

Provided assessment sheets completed by participants, presented in paper and electronic form (scanned).

Result 4.

In total, not less than 150 public servants are trained.

Certificates are provided to participants.

A report on carried out activities is submitted, agreed and approved by the Customer.

Provided assessment sheets completed by participants, presented in paper and electronic form (scanned).

Group study tour is conducted and a report on the study tour is agreed and approved by the Customer.

A report on participants’ support, subject to random check-up by the Customer.

The Project Implementation Unit (PIU) under the Ministry of Digital Development (MDD) of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are:

Minimum 3 years of professional experience in development of training curriculums and training materials, undertaking researches/ desk reviews, organizing and delivering trainings, and master/ supporting trainer in conducting training sessions is essential.

Experience in conducting offline and online training for civil servants with a special focus on IT, IT audit, personal data protection, encryption, big data, cloud computing, data security, cyber security, digitalization, digital transformation, digital skills for at least 2 projects.

Experience in projects funded by international donor organizations such as ADB, World Bank, IFC, USAID, among others at least 3 projects.

The attention of interested Consultants is drawn to World Bank’s

Procurement Regulations for IPF Borrowers, July 2016 (rev. Nov. 2017, Aug. 2018, Nov. 2020)

, setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or subconsultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. Agreement or the intention of establishment of the Joint Venture must be provided indicating the role of each partner - leading partner and partner/partners. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Bank’s

Procurement Regulations

for IPF Borrowers, July 2016 (rev. Nov. 2017, Aug. 2018, Nov. 2020).

Expressions of interest must be delivered in a written form or e-version (in .pdf format with appropriate signatures) by August 2, 2023 (23:45 Bishkek time) inclusive to the address below.

The Bidders are encouraged to provide translations into Russian language in support of their EoI, however the lack of supporting translation into Russian shall not be considered a reason for rejecting any EoI.
