Governments are among the most complex adaptive systems produced by human societies, yet they exhibit a recurring pattern of informational pathology that transcends ideological boundaries, institutional design, and historical period. This paper introduces Self-Referential Ignorance (SRI) as a formal theoretical construct describing the progressive decoupling of institutional decision-making from external reality. SRI emerges when systems increasingly validate their outputs against internally generated references rather than external evidence, producing feedback loops that amplify error rather than correcting it. Building upon the Universal Balance Feedback Framework (UBFF) — grounded in four Universal Laws: System Integrity, Universal Balance, Universal Feedback Loop Mechanisms, and Universal Interconnected Nodes — this paper develops a formal dynamical systems model of SRI in governance. The model incorporates Lyapunov stability analysis to characterize conditions under which government systems converge toward adaptive equilibria or diverge toward systemic failure. Twelve governance archetypes are analyzed through this unified framework, revealing that governance quality is determined not by ideological orientation but by the structural capacity to receive, process, and act upon corrective feedback. The paper derives falsifiable predictions regarding SRI trajectories under varying institutional conditions, proposes quantitative operationalization criteria, and identifies reform pathways consistent with UBFF principles. Historical case analyses — including the Soviet Great Leap Forward, the Chernobyl disaster, and contemporary democratic polarization — are interpreted through the SRI-UBFF lens to demonstrate explanatory breadth.
