Emergence is the tenth primitive of Generative Worlds Architecture. It specifies the structural conditions under which higher order structures arise from stable invariants and admissible transitions. Emergence is not complexity, not self organization, not novelty, and not upward causation. It is a structural relation that determines which higher order architectures can form, which can persist, and which can scale. This paper develops emergence as a formal primitive. It defines admissible emergent structures, governing relations, invariants, and boundary conditions. It derives consequences for identity, semantics, coordination, governance, and the Consensus Layer OS. Emergence is shown to be necessary for multi-level architectures, institutional formation, and civilizational scaling. Without emergence, worlds cannot develop higher order structure. With emergence, coherent multi-level generativity becomes possible. This paper positions emergence as the tenth foundational element of coherent generativity.
