Generativity is the first primitive of Generative Worlds Architecture. It specifies the capacity of a system to produce new states, structures, and relations. Generativity is not a process, not a mechanism, and not a physical phenomenon. It is the structural condition that makes the existence of any world possible. This paper develops generativity as a formal primitive. It defines admissible generative operations, governing relations, invariants, and boundary conditions. It derives consequences for substrates, constraints, identity, semantics, observers, civilizations, and consensus architectures. Generativity is shown to be necessary for emergence, stability, coordination, and governance. Without generativity, no world can arise. With generativity, structured universes become possible. This paper positions generativity as the foundational element of coherent worlds.
