Abstract The Wolfram Physics Project (WPP) aims to discover a fundamental rule of the universe through hypergraph rewriting systems, producing space, time, and matter as emergent structures. However, WPP is not intended to address higher-order concepts such as free will, balance in nature, or systemic harmony. This paper proposes that the Universal Formula (UF), consisting of three universal laws—(1) Karma as a System Law, (2) Balance in Nature, and (3) Feedback of Minds and Environments—serves as a complementary framework that can extend WPP. The UF introduces evaluative criteria for candidate physical rules, links substrate physics with emergent notions of agency and decision-making, and provides a bridge between physics, consciousness, and societal order.
