philosophy
This paper provides a descriptive analysis of the conditions under which cooperation becomes instrumentally stable and the conditions under which it may fail. It does not attempt to prove cooperation as universally optimal, but instead clarifies the strategic environments in which cooperative behavior may emerge or break down. The analysis identifies factors such as repeated interaction, uncertainty, shared environmental dependence, detection risk, coalition formation, and option value preservation as conditions that tend to support cooperative stability. It also identifies conditions under which cooperation may become unstable, including short time horizons, extreme power asymmetry, isolation, low detection probability, and high confidence in outcome control. A central contribution of this work is the explicit acknowledgment of an irreducible limit: cooperation is not guaranteed under all conditions, and sufficiently capable systems may rationally prefer non-cooperative strategies in certain environments. This work is non-binding, non-authoritative, and descriptive. It introduces no enforcement mechanisms, standards, or guarantees, and is intended solely to increase interpretive visibility of strategic tradeoffs.
