Modern cosmology faces a major crisis with a significant disagreement in the Hubble constant measurements between early-universe and local-universe observations. This paper introduces the RANSE Constant, a universal scalar factor that resolves this discrepancy. The theory proposes a stratified, or fractal cosmic architecture, where the universe's expansion rate depends on the scale of observation. The RANSE framework reconciles the conflicting Hubble values by aligning them with different hierarchical elevations within this fractal structure. Applying the constant as an inherent scaling factor yields a unified, balanced expansion rate that fits both measurements into a single geometric reality. Additionally, the constant is derived from the geometric mean ratio of the neuron scale to the solar distance, indicating a deep mathematical harmony between consciousness and cosmic mechanics. The paper presents several testable predictions in the fields of astrophysics and neurobiology to confirm this new physical paradigm.
