This paper introduces a distinction between two foundational forms of truth: pre-identity truth and epistemic-evaluative truth. It argues that pre-identity truth is a metaphysical necessity that grounds reference, meaning, logical identity, and modal necessity prior to any linguistic or epistemic evaluation. Drawing on and extending insights from Frege, Russell, Wittgenstein, and Kripke, the paper shows that both correspondence and coherence theories of truth implicitly presuppose stable identity without accounting for its ontological basis. Pre-identity truth is presented not as a competing truth theory, but as the transcendental condition that makes meaning, reference, and logical structure possible. The paper concludes that logical identity and necessity are grounded in metaphysical identity rather than formal convention, positioning pre-identity truth as the silent foundation of language, logic, and truth.
