philosophy
The Pre Cosmic Substrate is the second primitive of Generative Worlds Architecture. It specifies the structural background that precedes any universe, any physical law, any observer, and any semantic or civilizational structure. The substrate is not a physical medium. It is the structural condition that makes coherent generativity possible. This paper develops the substrate as a formal primitive. It defines admissible substrate configurations, governing relations, invariants, and boundary conditions. It derives consequences for universes, observers, civilizations, and the Consensus Layer OS. The substrate is shown to be necessary for identity, semantics, constraints, and governance. Without the substrate, generativity collapses into noise or triviality. With the substrate, coherent worlds become possible. This paper positions the Pre Cosmic Substrate as the second foundational element of Generative Worlds Architecture.
