Generative constraints are the third primitive of Generative Worlds Architecture. They specify the structural limits that govern how generativity can unfold within a substrate. Constraints are not restrictions imposed from outside a universe. They are internal structural conditions that determine which transitions are admissible, which structures can persist, and which higher level entities can arise. This paper develops generative constraints as a formal primitive. It defines their admissible forms, governing relations, invariants, and boundary conditions. It derives consequences for universes, observers, civilizations, and the Consensus Layer OS. Constraints are shown to be necessary for coherence, identity, semantics, and governance. Without constraints, generativity collapses into noise or triviality. With constraints, generativity becomes structured, interpretable, and scalable. This paper positions generative constraints as the third foundational element of coherent worlds.
