The Governing Equations are the fifteenth primitive of Generative Worlds Architecture. They specify the formal laws that regulate admissible generative transitions, shared state updates, structural invariants, and continuity conditions across all levels of a coherent world. The Governing Equations are not physics, not computation, not mathematics, and not institutional rules. They are the structural relations that determine which worlds are possible, which transitions are admissible, which invariants must be preserved, and which architectures can persist. This paper develops the Governing Equations as a formal primitive. It defines the domain of the equations, the invariants they preserve, the conditions under which they operate, and the boundary between admissible and illicit generative worlds. The Governing Equations are shown to be necessary for coherent generativity, large-scale stability, and the maintenance of civilizational structure. Without the Governing Equations, no world can maintain coherence. With the Governing Equations, coherent generative worlds become possible. This paper positions the Governing Equations as the fifteenth foundational element of coherent generativity.
