philosophy
Governance is the twelfth primitive of Generative Worlds Architecture. It specifies the structural conditions under which commitments, transitions, and interpretations are regulated across observers. Governance is not politics, not institutions, not authority, and not decision making. It is a structural relation that determines which commitments are admissible, which transitions are enforceable, which interpretations are binding, and which collective structures can persist. This paper develops governance as a formal primitive. It defines admissible governance structures, governing relations, invariants, and boundary conditions. It derives consequences for coordination, consensus, civilizational architectures, and the Consensus Layer OS. Governance is shown to be necessary for commitment stability, large-scale coherence, and the regulation of generative transitions. Without governance, no world can maintain regulated commitments. With governance, coherent regulation becomes possible. This paper positions governance as the twelfth foundational element of coherent generativity.
