Coordination is the eighth primitive of Generative Worlds Architecture. It specifies the structural conditions under which multiple observers can align actions, commitments, and transitions under a shared semantic and consensus structure. Coordination is not cooperation, not negotiation, and not strategic interaction. It is a structural relation that determines which multi-agent actions are admissible, which joint transitions can stabilize, and which collective architectures can scale. This paper develops coordination as a formal primitive. It defines admissible coordination structures, governing relations, invariants, and boundary conditions. It derives consequences for institutions, governance, civilizational architectures, and the Consensus Layer OS. Coordination is shown to be necessary for collective action, institutional stability, and large scale governance. Without coordination, civilizations cannot act. With coordination, coherent multi-agent worlds become possible. This paper positions coordination as the eighth foundational element of coherent generativity.
