Book VII. Consensus _The Generative Worlds Architecture Papers Foundational Monograph Components_
Consensus is the seventh primitive of Generative Worlds Architecture. It specifies the structural conditions under which a population of observers can maintain a shared state across generative transitions. Consensus is not agreement, not voting, not deliberation, and not a social process. It is a structural relation that determines which shared commitments can persist, which update mechanisms are admissible, and which coordination architectures can scale. This paper develops consensus as a formal primitive. It defines admissible consensus structures, governing relations, invariants, and boundary conditions. It derives consequences for coordination, institutions, governance, and the Consensus Layer OS. Consensus is shown to be necessary for stable shared state, interpretable commitments, and coherent large scale action. Without consensus, civilizations cannot coordinate. With consensus, coherent multi agent worlds become possible. This paper positions consensus as the seventh foundational element of coherent generativity.
