Beyond Enumeration: Minimal Action and the Dynamics of Registration
This paper clarifies the concept of the registrar by making explicit the minimal action implicit in any account of registration. Registration is defined as a unitary state modification that produces a trace—not as content or representation, but as the fact that registration has occurred. The coexistence of non-identical traces introduces internal tension as structural non-equivalence, which renders a responsive signal necessary as a condition of continued operability. On this basis, the paper articulates a principle of minimal action: among possible state modifications capable of resolving a given tension, the registrar necessarily realizes a modification that is minimal with respect to its own structural alteration. The framework remains agnostic with respect to meaning, intention, representation, or external optimization, and situates necessity at the level of operation rather than norm or ontology.
