学部教育の質の高度化が大学改革の課題となっている。また社会変化や入学試験の多様化などをうけて大学生の学習意欲や学力が大きく変化する一方で，急速に変化しつつある労働市場との対応にも大きな亀裂が生じていることも指摘されている。 こうした状況の中で，日本の高等教育のあるべき大学教育の姿と，それを実現する戦略について，基本的なデザインを描くことが求められている。そうした戦略の策定のためには，大学生がどのような希望を持ち，どのように大学での学習に参加し，生活しているのか，その結果としてどのようなインパクトを受けているのか，実態を明らかにする必要がある。 以上をふまえて，
